Prior to the construction of the gaol at Usk, the border town of Monmouth played an important role in the incarceration of the county's wrongdoers. In this book the account of the two gaols is told from their early history to the destruction of Monmouth gaol and the construction of Usk gaol and its role in the community today.

With the closure of Brecon gaol during the First World War, south-eastern Wales looked elsewhere to house its criminal element. Swansea and Cardiff gaols took on the main roll; however, there was still a small gaol at Usk that continued to serve the community up until 1922. With the increase of crime in the late 1930s the authorities came to the conclusion that they needed to house the younger criminals away from the influence of adult criminals. The young men being gaoled by the courts, it was decided, had to work within the community and in so doing they would repay a debt to society. With this in mind the authorities turned to the old decaying gaol at Usk to house them.
